I have no idea how to make one but i know how to apply one. Atrius, Role etc will beable to clear this up, but for now get this, its needed

OH yeah I found it thanks.
You can make IPS real easy with the program LIPS.
Use Lips for creating an IPS patch.. but you will need the patched rom and an original one.
