The last post in this topic was made in May, right? Is this editor still being worked on? Will it have a fully function sprite editor and stuff like that?

Yes, it is.  Atrius is fine tuning things so that he can release V0.2.1.  V0.3 isn't ready yet, though.

Also, if you've not done so already, feel free to go make a topic in the introductions forum.
